Metallurgy and building materials industries (hereinafter referred to as "two industries") are the key manufacturing industries of energy consumption and carbon dioxide emission in China, and they are also important basic industries for national economic development. Recently, the national development and Reform Commission issued several opinions on strict energy efficiency constraints and promoting energy conservation and carbon reduction in key areas, and formulated specific action plans for the two industries (hereinafter referred to as the action plan). As the first policy document at the industry level since China comprehensively promoted the green and low-carbon development, it is important to promote the implementation of energy conservation transformation It is of great significance to promote carbon emission reduction.
1、 Making good use of energy efficiency constraints is of great significance to achieve low-carbon and high-quality development
First, the key to the implementation of "dual control" of energy consumption. The two industries are the key industries of energy consumption in China. Three of the top six industries in the total energy consumption according to the National Bureau of statistics belong to metallurgy and building materials industries. In addition, the large volume, large number of production lines and uneven levels of the two industries are not conducive to promoting the decline of energy consumption intensity and total energy control. Through strict energy efficiency constraints, further guide enterprises to implement energy-saving transformation, improve the energy efficiency level of production lines, and force unqualified production lines to exit, which can effectively reduce the energy consumption intensity of the industry and reasonably control the total energy consumption.
Second, it is the inevitable choice to promote the low-carbon development of the two industries. The two industries are the key industries of carbon dioxide emission in China, and energy conservation and efficiency improvement is an important way for the two industries to achieve carbon reduction and emission reduction. During the 14th Five Year Plan period, we need to adopt a more market-oriented and legal approach to eliminate backward production capacity and promote transformation and upgrading. 2、 Improving the energy efficiency constraint mechanism is an important measure for energy conservation and carbon reduction
First, clear indicators and objectives. The action plan clearly states that by 2025, through the implementation of energy conservation and carbon reduction actions, the proportion of production capacity with energy efficiency reaching the benchmark level in the two industries will exceed 30%, and clearly gives the benchmark level, benchmark level and calculation standard of energy efficiency per unit product of iron and steel, electrolytic aluminum, cement and flat glass, For example, the comprehensive energy consumption per unit product of cement clinker is calculated according to the energy consumption quota per unit product of cement (gb16780-2021), which not only reflects the scientific and accurate index, but also puts forward higher requirements. In order to achieve the above indicators and objectives, the action plan requires the establishment of a list of technological transformation enterprises, the formulation of technological transformation implementation plans, the stable organization of enterprises to implement transformation, the guidance of effective exit of inefficient production capacity, and the innovative development of green and low-carbon technologies, and puts forward specific tasks for promoting energy efficiency improvement from multiple perspectives, Specific and clear relevant requirements and careful work arrangements will significantly promote the overall energy efficiency level of the two industries.
Third, pay attention to standards and strengthen supervision. The action plan highlights the important position of standards, requires the improvement of industrial policy standards, and emphasizes the synergy between industrial policies and standards. With the gradual implementation of the action plan, the national energy consumption quota standards, industrial structure adjustment guidance catalogue, green technology promotion catalogue and other documents involved in the two industries will be further revised, and the relevant requirements will be solidified into regulations and standards to provide a basis for promoting energy efficiency. At the same time, supervision and law enforcement will be strengthened to ensure that relevant requirements are implemented.
Fourth, multi-party coordination and complete system. In order to better promote the improvement of energy efficiency in the two industries, the action plan proposes to build a working system at the national, local, industrial and enterprise levels, and puts forward clear requirements respectively. At the national level, it is mainly to strengthen the overall planning and coordination of multiple departments and form a joint force; At the local level, it is mainly to highlight the implementation of responsibilities and refine the division of work; At the level of industry associations, the focus is to gather consensus and jointly promote relevant work; At the enterprise level, the focus is to enhance the awareness of green and low carbon and strictly implement relevant tasks as planned.
3、 Paying attention to energy efficiency constraints is an important way for enterprises to enhance their competitiveness
First, climb high and look far, and anchor the dual carbon goal. Achieving carbon peak and carbon neutralization is an extensive and profound economic and social systematic change, which will lead China's high-quality economic and social development. Therefore, before deeply promoting the improvement of energy efficiency, enterprises need to formulate enterprise carbon peak goals, paths and road maps in combination with the general trend of China's low-carbon development, so as to achieve a clear outline and targeted, and effectively improve carbon productivity.
Second, focus on agglomeration and give play to the scale effect. Advantageous enterprises in the industry should firmly grasp the new opportunity period of strict energy consumption constraints, give full play to the advantages of large enterprises in scale, capital, environmental protection and energy consumption, implement merger and reorganization of small and medium-sized enterprises, and promote the improvement of the overall energy efficiency of the industry. At the same time, small and medium-sized enterprises can also "hold together for heating", promote the large-scale, green and energy-saving production line through joint reorganization, upgrade restricted equipment, and improve energy efficiency and competitiveness.
Third, unswervingly deepen transformation and upgrading. The introduction of the action plan has raised the energy efficiency constraints of enterprises to a new level, which is another new competitive field after the ultra-low emission of pollutants and the "double control" of energy consumption. Inefficient production lines will be included in the energy efficiency list, open to the public and subject to supervision, and will also become the focus of inspection at national and local levels. At the same time, with the gradual promotion of the concept of green products, the downstream market will prefer to choose green products, and the low-efficiency production line products will lose market space. Therefore, it is suggested that enterprises should grasp the transformation opportunity period, make high-quality development planning, accelerate technological transformation and eliminate backward, and strive to improve the competitiveness of enterprises.
Fourth, focus on energy conservation and carry out system diagnosis. The improvement of energy efficiency level is inseparable from low-carbon development. It is not only the working foundation of low-carbon development, but also a powerful starting point. The improvement of energy efficiency level is a professional and systematic work. It not only needs to analyze the problems from multiple levels such as structural energy saving, technical energy saving, management energy saving and system energy saving, but also needs to put forward specific energy-saving transformation measures for each process link. Only through the energy-saving diagnosis of the whole process system can the improvement of energy efficiency level be implemented, so as to achieve the objectives of energy conservation, consumption reduction, cost reduction and efficiency increase, Lay a solid foundation for low-carbon development and adapt to the new pattern of green and low-carbon development faster and better.
Fifth, have the courage to try and develop subversive new processes. Compared with western countries such as Europe and the United States, the time for China to achieve carbon peak and carbon neutralization is shorter. Therefore, it is necessary to plan and layout the production process in advance. It is suggested that excellent enterprises in the industry should strengthen the R & D and application of low-carbon technologies such as carbon capture, utilization and storage, hydrogen energy metallurgy, timely carry out industrial tests and build demonstration production lines to occupy a dominant position in the process of carbon neutralization.
